Prepaid Power Becomes AI Capacity, Sovereign Hybrid Cloud Wins Regulated Workloads
The gist
Cloud competition is shifting from software features to control of scarce power, governed data, and prepaid infrastructure that determines who can run AI at scale.
This week’s developments
Stargate, Hyperion, and Google Turn Scarce Power Into Prepaid Capacity
OpenAI, Oracle, and SoftBank’s Stargate pipeline is now cited at nearly 7 GW and more than $400 billion of planned U.S. investment, while Meta’s Hyperion campus in Louisiana is described as a 5 GW, more than $50 billion project and Google has broken ground on a $4 billion site in Arkansas. Against that backdrop, H100 rental rates have climbed from about $1.70 an hour in October 2025 to roughly $2.35 by March 2026, spot pricing for Nvidia’s B200 has more than doubled since March, and Nvidia has told major customers that AI server prices are up 15% or more as memory stays tight. The market is no longer just paying more for compute; it is paying upfront to secure future energized capacity.
That shift is reinforced by a widening power bottleneck. Morgan Stanley projects a 57 GW U.S. data-center demand gap for 2026-2028, including a 32 GW shortfall even after behind-the-meter generation. Reuters has pointed to shortages of transformers, circuit breakers, switchgear, and substations, with high-voltage transformer lead times stretching from about a year to multiple years. In this environment, capacity reservations are becoming more valuable than nominal GPU inventory, and the winners will be the operators and vendors that can convert capex into contracted, energized, margin-bearing capacity fastest.
How should we position for power-backed capacity scarcity?
If you operate in this industry
- Power, not GPUs, is now the real moat in AI cloud capacity.
- Lock in energized capacity early or lose share to rivals who can prepay and deliver faster; GPU inventory alone no longer wins deals.

If you sell into this industry

If you invest in this industry

Hybrid Cloud Becomes a Sovereign Control Plane for AI Workloads
Open Innovation AI and NetApp this week tied sovereign AI to governed data infrastructure, pairing Open Innovation AI’s Sovereign AI Fabric with NetApp’s AI-ready platform for customer-controlled on-premises, hybrid, and air-gapped environments. The pitch is explicit: training, inference, RAG, and agentic AI can run without moving, copying, or consolidating distributed enterprise data. In parallel, Stonebranch launched a hybrid orchestration control plane in Universal Automation Center 8.1 to govern AI tasks, agentic workflows, human approvals, audit trails, monitoring, permissions, service levels, and recovery across on-premises, private cloud, public cloud, and containers.
Together, the announcements show hybrid multi-cloud shifting from infrastructure coordination to policy-enforced execution for regulated AI workloads. The competitive battleground is moving toward data locality, workload control, and compliance at the control plane, not just raw compute or storage scale. That aligns with IDC’s projection that about 60% of multinational firms will split AI stacks across sovereign zones by 2028, and with estimates that roughly 40% of AI workloads could migrate to sovereign environments as regulation tightens and hyperscalers expand sovereign-region offerings. The value is increasingly in platforms that can monetize sovereignty, auditability, and governed hybrid execution in government, financial services, healthcare, telecom, and critical infrastructure.
Where will sovereign control planes create the next defensible moat?
If you operate in this industry
- Sovereign AI is turning hybrid control planes into a moat.
- If you run cloud, compete on governed execution, data locality, and auditability—or lose regulated AI workloads to platforms that do.
