Stablecoin Rails, Passkey Telemetry, and License Buys Reshape Payment Power
The gist
This week, payments competition shifted from front-end wallets to control of rails, authorization data, licensing, and settlement infrastructure.
This week’s developments
Visa and Mastercard Turn Stablecoin Rails Into Operating Systems
Oct. 15 marked the next step in the rollout: Visa moved stablecoin prefunding in Visa Direct into production, letting eligible clients fund cross-border payouts with USDC through Inyo Global while recipients still receive funds over conventional rails. Mastercard went live the same day with its modular Global Money Platform, built with BVNK, giving banks, fintechs, and enterprises one API to hold fiat and stablecoin balances, convert between them, issue stablecoin-linked cards, and trigger local-bank payouts.
That pushes the contest beyond distribution and into workflow ownership. The monetizable layer is now the system that manages prefunding, conversion, routing, compliance, and reconciliation across blockchain and bank rails. The signal is reinforced by J.P. Morgan’s Kinexys, which has processed more than $2 trillion in notional value, and by 17 banks including Citi, HSBC, BNP Paribas, UBS, Wells Fargo, DBS, and MUFG preparing 24/7 tokenized-deposit payments across six continents. Stablecoin capability is becoming an infrastructure purchase, and the value is shifting to API platforms that control liquidity orchestration, regulated connectivity, and last-mile payout integration.
Where will value accrue as stablecoin rails become the control plane?
If you operate in this industry
- Stablecoin rails are becoming the control plane, not a side feature.
- Defend your payout and treasury layer now; whoever owns orchestration, compliance, and routing will own the margin.

Passkeys and Authentication Telemetry Become the New Authorization Leverage
Dashlane’s passkey data shows the next layer of authorization hardening taking shape: monthly passkey authentications hit 2.5 million and nearly doubled year over year, while PayPal authentication growth rose 66% and Klarna 64% between Q1 and Q2 2026. Passkeys now represent 18% of PayPal logins, and 36.8% of banking and financial-services sites in a 2026 census support them.
That matters because the market is now converging on integrated decisioning stacks that combine AI scoring, device and email risk, payee verification, network-attested mobile signals, and privacy-preserving authentication. What began as transaction-time trust controls is extending into the authentication layer itself, where providers can shape approval rates before a payment ever reaches the final decision point. The strategic value is moving to providers embedded in authorization orchestration, where they can raise approval rates without adding friction. Point solutions that only supply one risk signal are increasingly at risk of being reduced to inputs for platforms that control the decision layer.
Where will authorization value accrue as passkeys reshape decisioning?
If you operate in this industry
- Authentication is becoming a lever to win approvals, not just stop fraud.
- Own the auth layer or risk losing control of approval rates to platforms that can tune trust before the payment decision.

Polygon Buys Licenses as Distribution Rails
Polygon’s October 14, 2026 acquisition of Coinme added 37 U.S. money-transmitter licenses, 11 exemptions covering 48 states, and FinCEN MSB registration, underscoring a shift from treating licensing as compliance overhead to treating it as a distribution asset. The strategic point is simple: firms are now buying jurisdiction-specific permissions rather than assuming a global wallet model can be retrofitted later.
Policy is moving in the same direction. The FSB’s stablecoin recommendations require licensing before operation, plus governance, risk controls, disclosure, redemption rights, and cross-border information-sharing; its 2025 review still found major implementation gaps. Kenya’s proposed 2026 VASP Regulations would explicitly cover stablecoin issuance, licensing, prudential standards, disclosures, custody, and AML controls, while Singapore keeps a risk-based, nationally tailored framework. The result is convergence on supervisory goals, not a common rulebook. For operators, this extends the prior compliance-orchestration play into onboarding, custody, wallet controls, and stablecoin rails as market-specific operating assets. For vendors, Travel Rule, identity, and licensing workflows are moving closer to the control plane. For investors, value is concentrating in platforms that can turn fragmented permissions into scalable distribution.
How do licenses change distribution strategy and valuation now?
If you operate in this industry
- Licenses are becoming the distribution moat, not back-office overhead.
- Treat jurisdictional permissions as product assets; buy, partner, or build local rails before global wallet assumptions get boxed out.

Nigeria, Singapore, and Cross River Push Settlement Up the Stack
Nigeria’s National Payment Stack launched as an ISO 20022-compliant, multi-currency instant-payment rail and processed about ₦1.4 trillion shortly after launch. That matters because NPS is being positioned as a domestic successor to NIBSS Instant Payment with richer payment data, stronger fraud controls, identity integration, and cross-border support, alongside the CBN’s push for 95% adult financial inclusion by 2028, broader QR/contactless payments, expanded eNaira use cases, and links to PAPSS and global networks.
Singapore’s latest moves point in the same direction: MAS and the Association of Banks in Singapore published Phase 1 findings for PayNow Generation 2, including request-to-pay, structured reconciliation, micropayments, and offline resilience, while the PayNow–NETS QR interoperability pilot is targeted for end-2026 and Project Nexus is being prepared for a 2026 rollout with scaled deployment by 2027.
Cross River’s addition of Ripple’s RLUSD makes the shift above the rail explicit. Eligible fintechs can access USD↔RLUSD through a single banking API without building blockchain infrastructure, and Cross River says the rail is already being used for treasury movement, cross-border transfers, and instant partner payouts. The next layer is no longer just routing across instant-payment networks; it is the settlement, reconciliation, fraud, and compliance stack that unifies ISO 20022 rails, interoperability networks, and stablecoin settlement into one operating model.
Where will value accrue as settlement moves up the stack?
If you operate in this industry
- Settlement, not routing, is becoming the real battleground.
- Build for ISO 20022, fraud, reconciliation, and multi-rail settlement now or risk being reduced to a thin routing layer.
