Autonomous Freight Adds the Highway Layer

Origin Rules Move Into Network Design and Execution
This week the U.S. tied industrial policy to trade qualification: Section 232 relief now cuts the duty on qualifying primary aluminum imports to about 25% from 50%, while easing the “entirely from American metal” threshold to 85% from 95%. At the same time, policymakers tightened USMCA auto origin rules with higher regional value content expectations, labor value content of 40% for passenger vehicles and 45% for some trucks, and the existing requirement that 70% of annual steel and aluminum purchases be North American-origin.
The direction is clear: origin is becoming a planning variable, not a customs afterthought. Aluminum incentives favor more inventory near U.S. plants and more domestic truck and rail movement of ingot, billet, sheet, and extrusions. Stricter auto rules force OEMs and tier suppliers to rework BOMs, supplier contracts, and traceability systems so regional content, wage thresholds, and metal sourcing can survive audit scrutiny. India-UK FTA provisions on electronic documentation, exporter self-certification, and 48-hour or 6-hour customs release show that faster clearance is still available, but only for shippers that can prove compliance quickly.
For practitioners, the work shifts toward supplier attestations, origin data inside ERP and PLM, and tighter coordination between trade compliance, sourcing, and transportation. People who can connect BOM traceability, customs documentation, and inventory positioning will be more valuable to operations and leadership.
